    In March 2010 the Hungarian Police College launched its European Union supported project on the field of critical infrastructure protection.

    The project title is:
    Exchange of best crisis management practice, know-how of The Best Practice of Training Handbook & experiences of EU agencies and participants involved in the set of measures in the fight against terrorism related to the protection of electric power plants & the review of security standards and their modification (EU-ExTraH).

    The Hungarian Police College is an autonomous and accredited institution of Hungarian higher education. The College trains law enforcement graduate specialists for the Police, National Headquarters of Disaster Management on the one hand and for the National Headquarters of Prison Administration and the National Headquarters of Customs and Finance Guard of the Ministry of Finance and the private security sector on the other hand. This is implemented by a three-year long full-time and part-time college undergraduate training programme in Bachelor (BA, college) training in two majors in altogether 11 specializations. In September 2008 the College started its Master (MA, university) training in correspondence training programme in major ‘law enforcement management’.

    The task of the College is to train experts that are capable of applying up-to-date knowledge after entering their service, and are aware of the necessary management skills to fulfil tasks determined in rules of law concerning the formation and safekeeping of the internal order and security of the country.

    Scientific research at the Police College supports mainly the quality assurance of law enforcement training and the development of its scientific ground. Researches at the departments aim at the adaptation of applied sciences and on the other hand that of the results of the basic researches.
    Scientific results are always built in the training system of the College in forms of students' textbooks and in other forms of teaching material. For that purpose we decided to elaborate the methodology of how to build-in the critical infrastructure protection to the training system. The European Union project made an opportunity to utilize the scientific publicity as well as to involve the experts from other European Member States.

    The EU-ExTraH is focusing on the prevention of the malfunctions of the European Critical Electric Energy Infrastructures and the prevention of risks related to emergencies (terrorist)attacks in order to provide the continuity of industrial plants and to unify and improve the decision making processes. During the implementation studies will be prepared by the consortium constituting the Management including the experts of the Police College, the Paksi Atomerőmű Zrt, and the Magyar Villamos Művek Zrt for creating the necessary theoretical basis for the purpose of modelling and impact assessment. Their materials will be discussed at conferences and workshops. The results are formed this way and they are built on one another. The elements of the modules will be manifested in modelling, elaboration of decision supporting systems, scenarios, materials of conferences and workshops, crisis management exercises and handbook of “The Best Practice of the Training” during the planned two years of the EU-ExTraH.

    One of the main objectives of the EU-ExTraH is disseminating the best practice related to the European Union, creating a handbook that is going to be compiled by international experts and organisations. By the application of the technical material discussed at conferences and workshops, first a crisis management exercise is going to be implemented the aim of which is to exercise the activities of the collaborating organisations in prevention, intervention and rehabilitation. The material of each workshop will be issued in a conference publication. The documentation related to multimedia and other forms is going to be prepared and it will be accessible on the Internet for a closed professional circle entitled to it. One of its elements is constituted by a knowledge base that is well structured and gives models (action variants) for the purpose of knowledge transfer within the European Union. The whole material of the crisis management exercise is made upon the 2nd enclosure of the EU Directive 114/2008, namely the Operator Security Plan. The project management pays particular attention to the revision of the security standards and their improvement the results of which are going to be published in the form of proposals. As for closing EU-ExTraH a complex prevention exercise of multi degrees is going to be implemented with the application of the emergency scenarios where international experts will be involved in the modelling of the protection of critical infrastructures. The results of the EU-ExTraH will be integrated into the advanced professional training materials and it will provide the prompt integration of the best practice into the quality professional training that can be utilized in all of the member states of the European Union.

    During the two years of implementing the work processes and objectives of the EU-ExTraH the cooperation of national and international bodies and organizations involved in the protection of critical infrastructures will be more effective and coordinated.
